New York City

New York City is the largest city of the United Kingdom of America, the capital of a Province that is governed from Albany, and the only great city in the Realm that is not a creature of its polity. Article the Fifth of the Albany Settlement of 1783 confirms the liberties the City held before the Settlement and forbids the General Assembly to reach the government of the City by its own Corporation, or its ports, ferries, markets, watercourses or police, except by amending the constitution itself. The provincial courts have twice held an Act reaching one of them to be of no effect, and neither case was close.
